Large transport infrastructure and motorised traffic limit the mobility of older people. The unpleasant experience of being exposed to traffic and concerns about safety deter elderly from going for a walk to nearby places.

Such physical or psychological barriers are known as ‘community severance’ or as ‘the barrier effect’. The causes are large infrastructure, large volumes of traffic or traffic with high speed.

The Street Mobility and Network Accessibility project, is an on-going research project overcome barriers to walking among older people. This autumn, the project studied four cases of community severance in the UK, including in SUNRISE partner Southend-on-Sea. This has resulted in a toolkit on overcoming community severance which is now available.

The projects researchers have different backgrounds: public health, epidemiology, statistics, economics, transport geography, planning, space syntax, anthropology, and participatory action research. To learn about pedestrian behaviour and infrastructure, they used methods such as video analysis, infrastructure auditing, mapping workshop, surveys and space syntax analysis.

Gender equality shaping the city landscape

The gendered landscape philosophy of Umeå lays at the heart of urban planning decision making and is seen by them as ”a way of making statistics come alive and demonstrate concrete effects of striving for gender equality”. The planners in this city think that the effects of having gender in mind when planning, will then have positive repercussions on the entire society. 

Amongst other improvements and small local community projects, a new city passage between the city centre and the neighbourhood Haga is an example of gender mainstreaming in physical planning. The architects have worked with space, height, daylight, rounded edges, gradual gradient, artwork and maximal transparency. Working with gender mainstreaming meant awareness raising on issues of safety, fear, violence and power in public spaces. 

According to Urbact ”the method raises important questions about the city’s development and identity issues that are critical norms and, in some cases, provocative as well as challenging and dynamic. How do we build new tunnels, playgrounds, meeting places, recreation centres? Do we plan our public transport for those who use it or for those we wish would use it? Why are women using public transport more frequently than men? Who has the power to decide? What knowledge do we use when we are working on developing the city and our public spaces?”.

Connected Communities is a research programme designed to help us understand the changing nature of communities in their historical and cultural contexts and the role they play in sustaining and enhancing our quality of life. The podcasts are covering individual papers and workshops to showcase some of the projects’ collaborative approaches and challenges. The concept of Neighbourhood Accessibility Planning (NAP) aims at improving local conditions for walking and cycling as well as facilitating safe access to local facilities (e.g. schools, shops) and public transport services.

A priority list of actions is drafted to enhance the accessibility on a neighbourhood scale. The special needs of more vulnerable groups such as the disabled, older people and children are particularly taken into account.

Despite its high relevance and potential to not only improve daily mobility but also social interaction in a neighbourhood, the concept is still the exception in Europe.
